New Council Training Policy

To provide a quality program of Scouting to youth requires that adult leaders be fully informed. This is accomplished, to a degree, when unit leaders have completed their adult leader training program. Having the unit leader trained is one of the items in the Local Council Index of Growth and Development.

The unit leader and at least one assistant unit leader must complete Fast Start training and leader basic training if the unit is to qualify for the national Quality Unit Award. In Cub Scout packs, at least 50 percent of Cub Scout den leaders and Webelos den leaders must complete Fast Start and basic training.

The percentage of Quality Units helps designate Quality Districts and Quality Councils.

Every Scout deserves a TRAINED leader.
